Humboldt County workforce board approves grant applications, forwards appointments to supervisors

Chief Local Elected Official Steve Madrone moved to approve the consent items; Member Daniel Dixon seconded and the board approved the consent agenda by voice vote, 20–0. Later, Chair Dennis Leonardi moved to forward two HCWDB appointment recommendations — applicants Sei Hee Hwang (Adult Education) and Ciara Emery (employment, training and education) — to the Humboldt County Board of Supervisors for appointment; Member Treston Shull seconded and the motion passed, 20–0.
On grants, staff presented several funding opportunities from the Employment Development Department (EDD). Member Treston Shull moved to direct staff to apply for a Farmworkers Advancement Program grant — a WIOA‑funded opportunity to partner with College of the Redwoods on literacy, business liaison and agricultural safety training for migrant seasonal farmworkers eligible for WIOA services; Member Kerry Venegas seconded and the motion passed, 20–0. Member Leslie Castellano moved to direct staff to apply for a Regional Coordination Project grant intended to strengthen community college partnerships over an 18–24‑month period with an expected participant load of about 50; Member Madison Flynn seconded and the motion passed, 20–0.
Staff announced receipt of a Caltrans Clean California Community Cleanup and Employment Pathways Program award to support a summer employment program with opportunities for soft‑skills development. Member Kerry Venegas moved that staff recommend acceptance of the award to the Board of Supervisors; Member Cody Freitas seconded and the board approved the recommendation, 20–0.
All motions recorded in the meeting passed unanimously by voice vote. No roll‑call vote breakdown by individual member was entered into the meeting minutes.
What happens next: the two appointment recommendations and the Caltrans award recommendation will be forwarded to the Humboldt County Board of Supervisors for final action; staff were directed to proceed with preparing grant applications for the Farmworkers Advancement and Regional Coordination opportunities.
