Manti adopts short-term rental limits to curb investor-owned properties

The Manti City Council on May 13 approved a short-term rental ordinance aimed at preserving residential character and limiting investor concentration of nightly rentals.
Under the ordinance, non-owner-occupied short-term rentals will be limited to one per block face; existing short-term rentals will be grandfathered if owners complete an application. Owner-occupied short-term rentals are subject to different rules because the owner is present to manage the property, council members said. Councilmembers framed the measure as a response to neighbor complaints and concern about preserving residential neighborhoods.
Mayor Mary Wintch called for a motion to adopt the STR ordinance. Councilmember AJ Mower moved the motion and Councilmember Meagan Johnson seconded. The council voted unanimously in favor.
Council members and staff noted the ordinance will be codified after administrative steps and that enforcement and application procedures will be developed by city staff.
