Amesbury City Council adopts rules and meeting schedule, declares two vacancies

At its Jan. 13 organizational meeting the Amesbury City Council unanimously adopted its Rules and Procedures and approved the 2026–27 meeting schedule; President Redfern declared vacancies on the School Committee (following a resignation) and on the Library Board of Trustees (failure to elect).
The Amesbury City Council unanimously approved several procedural items at its Jan. 13 organizational meeting.
Councilor Scott Mandeville moved to accept the Amesbury City Council Fifteenth Session Rules and Procedures and to refer them to the full council for review; Councilor Claudel Frederique seconded the motion, which passed 9-0. Councilor Amanda Haggstrom then moved to accept the City Council meeting schedules for 2026 and 2027; Councilor Frederique seconded and the motion passed unanimously, 9-0.
President Jessica Redfern announced two vacancies. She declared a vacancy on the School Committee resulting from Councilor Maryann Welch’s resignation from that committee and said a special joint meeting of the City Council and School Committee to elect a candidate will be scheduled later. She also declared a vacancy on the Library Board of Trustees due to a failure to elect the position in the November 2025 local election and said a call for candidates to be posted on the city website for 30 days.
Councilor Scott Mandeville moved to adjourn at 7:32 p.m.; Councilor Michael Hogg seconded and the motion passed unanimously, 9-0. The minutes were submitted by City Clerk Jennifer E. Smith.
