Jessica Redfern elected Amesbury City Council president; Amanda Haggstrom chosen as vice president

Jessica Redfern was elected president of the Amesbury City Council at the council’s organizational meeting on Jan. 13, 2026. The meeting, called to order by City Clerk Jennifer Smith at 7:02 p.m., followed the city’s inauguration ceremony.
The clerk opened the floor for nominations for council president. Councilor Michael Hogg nominated Councilor Steven Stanganelli, seconded by Councilor Amanda Haggstrom. Councilor Pamela Gilday nominated Councilor Jessica Redfern, seconded by Councilor Scott Mandeville. After both nominees offered brief remarks, the council held a roll call vote. Councilor Redfern was elected president by a vote of 7 to 2; the roll-call record in the minutes lists Councilors Welch, Gilday, Haggstrom, Mandeville, Frederique, Sullivan and Redfern voting for Redfern and Councilors Hogg and Stanganelli voting for Stanganelli. The clerk then passed the gavel to President Redfern.
President Redfern opened nominations for vice president. Councilor Scott Mandeville nominated Councilor Amanda Haggstrom, seconded by Councilor Kelly Sullivan; nominations were closed and Councilor Haggstrom was elected vice president by unanimous roll call, 9-0. Councilor Haggstrom offered brief comments on her nomination.
The leadership votes were procedural actions taken at the start of the council’s year. No contested policy decisions occurred during these items. The meeting adjourned at 7:32 p.m.
