Lyon County to remove and protect courthouse murals, hires Baker Group for HVAC and building improvements plan

Lyon County authorized immediate steps to preserve three historic murals and to begin a detailed plan for courthouse heating, ventilation and air-conditioning upgrades after an inspection identified moisture and air-quality concerns.
Auditor Jen Smit briefed the Board on Baker Group’s building survey; consultant David Jorgenson presented options for mechanical upgrades, a building-automation system, replacement fan coils, and alternatives for dome restoration. The Baker Group recommended a detailed design and cost estimate before soliciting construction bids; supervisors approved that next step and asked for a multi-year payment plan that could be financed over several budget cycles.
Because of visible mildew on the third-floor murals and the risk of further damage, the Board approved a professional mural removal and conservation contract with John Canning Perfecting Preservation for $14,875 to remove, pack and store the murals. The Board also approved mold remediation work in the third-floor space (contract with Intek) to begin environmental remediation process.
Board members said the county will aim to stage work to limit disruption to courthouse functions and keep a prioritized list of improvements that include replacing failing fan coils, upgrading boilers or chillers as appropriate, and adding building controls to improve air distribution. The board plans to finance the initial design work and early remediation from previously committed Dept. 55 funds and will consider longer-term financing options for the larger construction phase.
Auditor Smit said the county will ask Baker Group for a five-year financing example and phased scope so supervisors can match improvements to available capital funds and consider bonding if needed.
