Board approves bond-funded bridges, moves on multiple road projects
Summary
Throughout 2017 Lyon County advanced numerous road and bridge projects, awarding contracts for local bridgereplacements and accepting contractor bids for overlays and microsurfacing. The board used a mix of local funds, TIF reimbursements and the $4.5M bond proceeds to sequence work across the county.
Lyon County supervisors approved and funded a package of bridge and road work through 2017, combining Farm-to-Market, TIF reimbursements and proceeds from a $4.5 million general-obligation bond issue.
Engineers presented multiple lettings and low bidders for bridge replacements and overlays across county routes A34, K30, A52 and multiple township bridges. Noteworthy actions included:
- Acceptance of low bids and contract approvals for several bridge projects (e.g., 210th St. bridges; bid awards in February and March). - Approval of a $3.31M concrete-overlay contract for multiple county routes (Flynn Company low bidder, motion approved in January). - Use of bond proceeds and TIF reimbursements to accelerate high-priority bridge work, including temporary internal loans and a board-approved internal advance to be repaid from future increment.
County Engineer Laura Sievers led technical briefings and presented design approvals, utility accommodations, and equipment purchases (including a motor grader purchase approved in June); board members emphasized cost control and the need to coordinate with cities and the DOT on frontage and railroad crossings. The board also approved acquisition of seven acres in Rock Rapids for a new secondary-road shop and related contract terms.
