Lyon County moves ahead on courthouse renovation: rooftop alternate rejected, copper dome chosen

Lyon County advanced a contentious renovation of the Rock Rapids courthouse in mid-2017, approving base construction bids and selecting a copper exterior for the dome while rejecting a rooftop air-handling-unit alternate. The project covers mechanical systems (boilers, chiller, fan-coil units, controls), dome restoration, courtroom work and other infrastructure upgrades.
Project manager David Jorgenson (Baker Group) and architect Terry Glade (CMBA) guided the board through multiple rounds of bids. Low responsive bidders were identified for general contracting, HVAC, electrical, roofing, painting and flooring. Bid prices overall exceeded initial project estimates; supervisors and counsel asked staff to pare scope and clarify alternates. After discussion the board accepted base bids and approved the copper dome alternate but rejected the rooftop air-handling-unit alternate, citing cost and timing questions; change orders will be negotiated with the low bidders to refine scope and price. The board also authorized contracts and reserved approval of change orders during construction.
Work underway and next steps: mechanical installations (boilers and fan coils) have been staged; mural removal, restoration and storage was planned with a conservator; final contractor documents and performance bonds were to be executed before widespread construction. Supervisors said they expect progress reports and formal change-order approvals before any additional scope is added.
