Atchison County to begin Ottawa Road Phase III immediately; commission approves $4,904 PO for BG Consultants

At its May 19 meeting the Atchison County Commission heard multiple Road and Bridge items and approved a purchase order for consultant services.
Road and Bridge Interim Director Emily Sternsdorff said engineers had recommended waiting to begin Ottawa Road Phase III but the department plans to start Phase III immediately after Phase II is finished. Staff reported that a culvert for Bourbon Road had been delivered (a delivery photo was noted by Greg Oswalt) and that work might begin early next week if weather allows. The department also said it has begun using a new dust-control vendor and plans to notify townships before conducting work in their jurisdictions.
Commissioners approved a purchase order to BG Consultants for final architectural and engineering services in the amount of $4,904; the action was recorded as passed 2-0. The minutes do not record who made or seconded the motion. The commission also received an April recap for Project Concern and recorded that item as passed 2-0.
Officials discussed a proposed Nutrien Concrete entryway; the minutes state the company indicated it would accept responsibility for future damage from road maintenance or county equipment. County Counselor David Van Parys said he will draft a narrowly tailored contract or policy to govern such agreements and to prevent others from piggybacking onto it.
A resident, Brandi Folsom, raised a complaint that Shannon Township had not been maintaining her private road at 8232 Garfield Road and 286th; she said neighbors had been using private equipment to maintain the route and that prior grader access had not been arranged. Commissioners said they would contact the township about the complaint.
The board recessed into an executive session at 10:30 a.m. to discuss non‑elected personnel matters under K.S.A. 75-4319(b)(1) and later adjourned into a workshop at 11:01 a.m. Chairwoman Casey Quinn was not present for the meeting.
