The Town of Fairfield Building Committee on March 4 reviewed five proposals for the RFP and recommended that the Town Council approve awarding all tasks to Port City for a not-to-exceed cost of $89,543, pending the Fire Chief's completion of score submissions.
Maxwell Kenney, the committee secretary, presented the cumulative ranking results showing Port City as the preliminary top choice. The Town Manager reported contacting the Town Manager of Arundel, who provided positive feedback about Port City's prior work with that town. Committee members said Port City has performed similar projects for several Maine municipalities and appears to have the experience needed to complete the scope called for in Fairfield's RFP.
Committee members raised a substantive concern about the relatively low number of labor hours Port City assumed in its proposal. The Town Manager said Fairfield may be benefiting from Port City's prior work on a similar scope, which could explain the lower hour estimate. The committee agreed that the hours question should be emphasized during contract negotiations and that Port City should be asked to explain the assumption.
Kenney proposed the committee recommend the award to Port City for a not-to-exceed $89,543; committee members agreed to the recommendation, contingent on the Fire Chief's outstanding scoring being received. Committee members did not formally record a separate roll-call vote on the recommendation in the meeting notes; they documented agreement pending the Fire Chief's input.
Kenney will represent the committee and present the recommendation to the Town Council at its March 11, 2026 meeting. If the Council approves the award, the Building Committee's next meeting will be a project kick-off with Port City; the Town Manager will set the date and notify committee members by email.
The committee also tabled approval of the Feb. 24, 2026 meeting notes because members had not received them in time to review. The meeting adjourned on a motion by Kenney, seconded by Robert Sezak, with a recorded vote of 4-0-0.
