Council hears behavioral-health outreach outcomes, library service surge and training needs

Council received an update from the city’s behavioral-health outreach team and the public library about frontline services, crisis responses and partnership outcomes.
Glenn Subuhanic, the city’s behavioral-health specialist, introduced the newly hired case manager Trista and summarized the outreach model. He told council that Love One and related partners helped place more than 270 people into housing last year and that the city’s outreach teams operate frequent laundry, shower and food programs for people in retention. “Last year we served 270 plus individuals into housing,” Glenn said.
Glenn also presented operational metrics for January–May: more than 50 mobile-crisis suicidal-ideation responses and approximately 250 behavioral-health responses overall in that period; he said roughly 10% of those engagements involved people without housing, and that the city has made 34 referrals to the county’s 23‑hour stabilization unit.
Library circulation director Kelly Leo described increasing library use—7% year-to-date door-count growth—and heavier demand on frontline staff for mental-health and de-escalation training. Kelly said a typical outreach Tuesday can include nine‑hundred visitors, hundreds of circulations, public-computer sessions and volunteer engagement, and asked council to support additional training so staff can safely manage crisis encounters while maintaining core services.
Councilors thanked staff for the update and asked for more detailed after‑hours call and dispatch data; Glenn agreed to work with dispatch to pull post‑5 p.m. call volumes and to continue tracking referrals into stabilization and housing placement outcomes.
Next steps: staff will provide supplemental dispatch/call data when available and continue tracking stabilization‑unit referrals and housing placements.
