Centerville awards $1.754M ARPA-funded holding pond contract; approves bandshell amendment and Blue Crab PWA

Centerville's Town Council on June 4 approved several capital and public-works items: the award of the holding pond (water reuse lagoon) expansion to Martin's Excavation and Hauling LLC for $1,754,000 (to be funded from available ARPA dollars), a contract amendment of up to $11,000 for the Wharf Park bandshell foundation paid by grant funds, and a public works agreement for the Blue Crab Car Wash.
Public works staff explained the holding pond expansion would increase storage capacity to improve irrigation flexibility and support the wastewater treatment program; the recommended bid was within ARPA funding available and must be completed by December to satisfy grant requirements. Finance staff reported approximately $2,800,000 in remaining ARPA funds prior to encumbrance; the holding pond award and associated geotech/DBF invoices will reduce that balance to an estimated $900,000.
On the Wharf Park bandshell, staff said structural supplier recommendations required enlarging the foundation from the originally planned 17-by-40-foot pad to a 32-by-46-foot pad to meet wind and safety requirements, increasing cost by $11,000; the amendment is covered under the park grant. Council moved to approve the contract amendment to Green Site LLC not to exceed $11,000; the motion passed.
Council also approved a public works agreement for the Blue Crab Car Wash; applicant representatives described native-plant buffers and landscaping commitments as part of their site plan, and council approved the formalization of previously allocated funds.
