Salem advisory commission backs edits to Revised Code chapter on advisory role, votes 4–1 to forward recommendation

The Salem Transportation Advisory Commission voted to recommend proposed edits to Chapter 5 of the Salem Revised Code that clarify the commission’s advisory function, add decision-making criteria and reposition the commission’s purpose statement.

Staff described edits intended to remove repetitive language, align the code with the commission’s bylaws and add criteria that recommendations should comply with adopted city policies (including the comprehensive plan and transportation system plan) and with applicable federal and state standards. The proposed language also calls for thorough evaluation of all sides of an issue and impartial weighing of public testimony and evidence.

Commission discussion focused on a small editorial change recommended by legal staff — replacing the commission’s role of 'facilitating public engagement' with 'encouraging public engagement' — and whether the commission can initiate agenda items versus acting only upon requests from the public works director or council. Commissioners agreed the latter procedural points can be clarified in the commission’s bylaws. A motion to approve and recommend the proposed SRC Chapter 5 changes passed by a 4–1 vote; the commission will return bylaws revisions for consideration at a future meeting.

What this means: Staff will forward the commission’s recommendation to city council as part of a package of larger updates related to boards and commissions. The commission also asked staff to handle minor editorial changes before submission to council.
