Planning Commission unanimously recommends 16 MALPF easement applications to County Council

On June 3 the Talbot County Planning Commission voted to forward 16 Maryland Agricultural Land Preservation Foundation (MALPF) easement applications for the FY27 cycle to the County Council after the advisory board found the applications complete and ranked them.
On June 3 the Talbot County Planning Commission voted to recommend that the County Council consider 16 farmland easement applications submitted to the Maryland Agricultural Land Preservation Foundation for the FY27 cycle. Planning & Zoning staff member Alisa told commissioners the Agricultural Land Preservation Advisory Board convened May 27, reviewed the applications and found them complete, and presented a ranked list of the top applicants.
Commissioner Stanahan moved that the commission concur with the advisory board and forward the 16 applications to MALPF; Commissioner Hikis seconded. The roll call recorded Commissioners Councel, Stan and Hikis voting in favor, and the commission issued a favorable recommendation to the council.
During questions, a commissioner asked specifically about the Palman property, which staff said was split into three MALPF applications because the farm exceeds 600 acres. Staff noted there is a forest conservation area near Dulan Road but reported that they did not find any reservation of development rights on the Palman parcels under review. Commissioners also confirmed staff used the updated ranking sheet in this cycle.
The recommendation now goes to the County Council for its review and any final action. Staff did not specify which individual farms will receive easements if MALPF funding is awarded; those selections will depend on MALPF’s adjudication and council action.
