The group added language to list the town accountant among officials whose appointment is routed to the Select Board, intending a direct line of communication while preserving normal hiring and reporting processes.
Most debate centered on whether the draft text clearly distinguishes "repair" responsibilities from routine grounds maintenance and which budgets pay for particular work. Members said plumbing or other building repairs may be charged to the facility's own budget, while some grounds upkeep is handled through the general facilities budget. The committee agreed the wording is nuanced and flagged it for a follow-up inventory and report to clarify which facilities and responsibilities actually fall under Park and Rec control (the beach was cited as one potential Park and Rec-held facility).
The committee did not remove Park and Rec from the exception, saying the intent was to preserve responsibilities that currently rest with that commission, particularly where facilities are expressly under its control. Members asked staff to include explanatory text in the committee's handoff report to the Select Board so future drafters and the public understand the interpretation the committee intends.
The committee also agreed the change to list the town accountant for Select Board appointment was a beneficial clarification; the wording keeps normal hiring and reporting intact while making an explicit reporting line to the Select Board.
Next steps: committee members will refine the language around "use," "maintenance" and "repair," prepare an inventory of facilities for the report to the Select Board, and carry this item forward at the next meeting.
