Cloud County reports storm damage, FEMA EMPG award and disaster-relief filings

Cloud County officials reported storm damage, a federal emergency-management grant award and steps residents should take after weekend storms during the Board of Commissioners meeting on May 18, 2026.
Makenna Haas, Emergency Management Director, said a damage-assessment survey has been posted on the county’s Facebook page and that peak winds of about 90 miles per hour were recorded during the storms, which also produced at least one fire. Haas reported the county will receive $19,693.22 through the fiscal‑year 2025 Emergency Management Performance Grant (EMPG). She said the federal awarding agency is the Federal Emergency Management Agency (FEMA), the Kansas Division of Emergency Management (KDEM) is the subrecipient responsible for the grant match, and the total grant award is $39,386.44.
Rod Michaud, Highway and Weed Administrator, said the Kansas Department of Health and Environment visited the county last week regarding a filed complaint and that a permit must be obtained to come into compliance. Michaud said crews will close 170th Road between Gold and Fawn and continue cleaning up road debris from the storms.
Kim Winsett, County Appraiser, said data collection for reappraisal work has begun and that notices were sent to affected property owners covering roughly half of Concordia and half of Lincoln Township. Winsett said property owners whose structures were destroyed by the storms can file for Disaster Relief.
JoDee LeDuc, County Treasurer, provided a separate finance update: 92.58% of 2025 taxes have been paid and $1,703,678.96 remains outstanding.
The board did not take additional formal action on storm-related emergency declarations during the meeting; the EMPG award and the county’s cleanup and outreach steps were the primary operational updates. The board adjourned and will reconvene May 26, 2026.
