The Hampstead Planning & Zoning Commission reviewed a concept site plan for a mixed-use project at 845 Main Street on May 27 and asked the applicant to revise the design to address placement, parking and access concerns.
The applicant, who identified himself as Frank, presented a concept that commissioners said placed the new building too close to Main Street and looked out of scale with neighboring structures. Commissioners asked whether the building could be shifted to the rear of the lot, use an existing site entrance in front of a nearby house or route vehicles through the adjacent shopping-center entrance, and requested more accurate renderings showing retaining walls or other changes if the building remains close to the road.
Commissioners discussed pedestrian- and retail-friendly design: some members said setting the building closer to the sidewalk supports walkability and retail visibility, while others emphasized that moving the building back would allow more conventional parking arrangements with tenant spaces behind the building and customer parking in front. County engineering constraints, particularly on entrance placement and stormwater, were noted as factors that could limit options.
The applicant described the project program inconsistently during the discussion, first referencing "four retail, five apartments" and later the group agreed to characterize the concept as "four to six" retail/residential units pending final design. Commissioners also clarified that two rental houses included on the plan (referred to in the transcript as the "white house" and another immediately behind it) are expected to be removed as part of the development; the applicant said occupants would be notified before changes.
