Staff said they requested an appropriation permit from the Maryland Department of the Environment (MDE) for 2.75 million gallons per day with a maximum withdrawal of 4.8 MGD. They described prior MDE funding approvals: an appropriation previously approved at $15,750,000 with a loan component, principal forgiveness and grant elements noted in the project memo. The project team said earlier studies found seepage and voids under concrete components; accordingly the work will include curtain grouting along the dam foundation and reconstruction of the emergency spillway so the facility meets current regulatory standards for a high‑hazard dam.
Staff emphasized that while historic work on the earth dam will remain in place, significant subsurface grouting and spillway reconstruction are required to address seepage and to meet the probable maximum precipitation design standard now required by MDE.
