Hagerstown presents FY2027 CDBG and HOME action plan; HUD allocations disclosed

Leticia Turner, introduced as the city’s new planning and outreach coordinator, summarized the FY2027 Community Development Block Grant (CDBG) and HOME Investment Partnerships Program annual action plan and the HUD allocations that inform it. Turner said Hagerstown is an entitlement community for CDBG and a participating jurisdiction for HOME and that an approved annual action plan is required to request the entitlement from HUD.
Turner gave the dollar figures HUD notified the city of: a CDBG entitlement of $774,243 and estimated CDBG program income of $44,000. She said the HOME allocation for the coming year is $350,424.94 and that mayor and council approval of the annual action plan is required for the city to request and receive the entitlement funding. The plan funds homeowner repair grants and loans, down-payment assistance, public-facility/engineering projects (sidewalk repair, repaving, parks and playgrounds) and subrecipient agreements with nonprofit community partners serving unhoused residents, seniors and youth.
Staff noted public input on the plan included a first public hearing Dec. 4, 2025, a draft public comment period April 27–May 28, 2026, and a second hearing May 4, 2026; no additional comments were received during the draft comment period and staff recommended adoption of the draft as presented. Council members discussed possible future eligibility for childcare-related assistance and staff said they would explore whether daycare support could fit CDBG eligibility targeted to income‑qualified residents.
Why it matters: Adoption of the annual action plan unlocks federal funding and directs how roughly $1.17 million in combined HUD entitlement and program income will be allocated across housing, neighborhood and nonprofit partner activities.
