Colts Neck board forms ad hoc affordable-housing committee to study student impacts and tax effects

The committee’s charge is to gather data on projected student yield, tax‑abatement terms and timing, and infrastructure needs so the district can model revenue shortfalls and capital demands. "We have to find out exactly what the tax implications will be," Scales said, explaining the group will seek written numbers and contracts showing any abatement periods.
Board members stressed that while renters do not pay property taxes directly, property owners do and a portion of that revenue flows to the schools. During the meeting a board member noted that school districts typically receive about 68% of property taxes collected for school purposes, while the remainder goes to other levels of government.
The board and public raised questions about abatement lengths and whether developers’ agreements would include retroactive payments. "We have to build into that shortfall," one member said, describing conservative planning scenarios if units come online under multi‑year abatements.
President Angel VY said the committee will draft a charter and make its mission and goals public. The board scheduled follow‑up work with the township and county to request precise figures and to coordinate on planning and timing. No formal policy changes were adopted at the meeting; members said the committee will return with findings for future budgeting and capital planning.
