Chair said staff had two written quotes and one verbal quote but could not obtain the third written bid required by the village purchasing policy. “He got two,” Chair said about the staff effort; “the third was a verbal quote when he went to the boat show.” Staff and members discussed three options: request an exemption, reallocate the money to other park projects, or vote tonight — which commissioners said was not possible without three quotes.
Commissioners discussed reallocating funds to softfall for playgrounds, softball field improvements and electrical upgrades. Staff estimated an electrical outlet rerun would likely cost “not more than $1,500–$2,000,” while a commissioner said recent softfall quotes were “way cheaper than $16,000” and that a suitable surfacing option could fall into the $5,000–$10,000 range if lower bids were found.
Several members flagged timing constraints. The commission must submit recommended spending to the village council before the council packet deadline; failing that, the funds would need to be reallocated in the council process. Chair told the group that if they do not act by the deadline the money could be returned to the general fund and would not automatically be restored next year.
To meet the council packet timeline, members agreed to hold a brief special meeting the week of June 10 to consider quotes staff will gather. Chair asked staff to email a synopsis of the current budget and to collect the necessary quotes for items the commission might consider at the special meeting.
Next steps: staff will circulate a budget synopsis and quotes in advance; the commission will reconvene on June 10 to vote on reallocations or approve the boat-ramp procurement if a third written quote can be secured.
