Colts Neck approves municipal clerk appointment, $6.29M vouchers

The Colts Neck Township Committee unanimously approved the appointment of Kathleen Caprito as municipal clerk at its Nov. 12 meeting. Caprito told the committee she is a registered municipal clerk and pledged to “do my best to keep us afloat.” The appointment passed by roll call.
In the same meeting the committee approved a vouchers motion authorizing $6,296,46.77 for payment. Deputy Mayor Viola reviewed the bills list and said six line items account for roughly 97% of the total: a debt-service payment (reported at roughly $825,525 in the discussion), county library and county taxes, an open-space levy, Colts Neck Board of Education payments, and Freehold Regional totals. The deputy mayor said he had reviewed the vouchers and moved payment; the motion passed by roll call with all members recorded as voting yes.
Committee members noted routine exceptions (municipal-court-related bills) and discussed transparency and budget pressure as the town prepares the 2026 budget. Officials said departmental budget requests are due in January and reiterated the goal of minimizing tax-rate increases for 2026 while acknowledging that county and school levies remain outside the committee’s direct control.
The committee also received brief administrative updates, including notice that a DOT-funded Montrose Road improvement project has been completed and is undergoing final testing and inspection.
