Colts Neck committee confirms Scott Taylor for redevelopment planning, hires Michael Collins for affordable-housing counsel

The Colts Neck Township Committee on April 6 confirmed two professional hires aimed at redevelopment planning and affordable-housing legal work.

Mayor Viola introduced Resolution 2026-67 confirming Scott Taylor of Taylor Design Group as a redevelopment special projects planner for the township. A committee member welcomed Taylor and said the township needs a longer-term perspective for the Route 34 corridor. The committee then voted to approve the resolution; the motion passed by roll call.

The committee also approved Resolution 2026-68 to retain Michael Collins of King Munch and Collins (Red Bank office) to assist the township on affordable-housing matters. One committee member said the township should 'change the course' on its affordable-housing approach, work with the court on a more cooperative basis, and add additional professionals to address new fourth-round state legislation. Committee Woman Buss announced she would recuse herself from the Collins vote; the remaining members voted to adopt the resolution.

The committee did not specify a mover or seconder for either resolution in the public record beyond noting motions and roll-call results. The resolutions and supporting packet are posted on the township website, the clerk said.

What happens next: the two professionals will be added to the township's roster of consultants; the committee indicated they will consult further with those hires on redevelopment priorities and affordable-housing strategy.
