Board reviews elementary school site plan, temporary access and traffic mitigation

District staff presented updated site plans and scheduling for the new elementary school and said the project will proceed even if the White Hawk intersection/roundabout is not completed before the building opens. The program manager said the district expects to submit exterior design materials in July, pursue architectural design review (ADR) in July and file the first site review on Aug. 7. Staff described an interim access layout and noted the city and district are coordinating, but that construction of the White Hawk intersection may lag behind school opening.
A project representative (speaker 13) explained the interim access would provide queuing and looped circulation to minimize spillover into adjacent streets and that traffic engineers had just received the site plan for analysis. Board members and a resident raised concerns about increased travel times for residents, bus staging and start/stop traffic at school hours; the district noted mitigation options under study (queuing, loop circulation, speed‑management measures and coordination with the city). The presenter said the district is documenting the impacts for the traffic engineer and expects further refinements during permitting.
Board members also discussed internal design changes to reduce building square footage under the current budget and move the music room to a second‑floor location to improve service access. The board asked staff to return with finalized permitting dates and traffic‑mitigation recommendations as the design and review progress.
