Council approves $3.5 million transfer to capital for Raccoon Mountain water project after roll-call votes

Council moved and seconded an ordinance amending the operations budget to increase estimated general fund revenue by $3,500,000 and appropriate the same amount to capital projects. The roll-call vote recorded five yeses and two nays: Councilmen Henderson, Harvey, Clark, Vice Chair Elliott and Chairman Davis voted yes; Councilwoman Dotley and Councilwoman Null voted no. The ordinance passed on second and final reading.
The council then approved a companion capital ordinance that increases the fiscal year 2025–2026 capital budget by $3,500,000 from general fund operations specifically for the Raccoon Mountain Water Service Project. That measure also passed by a 5–2 vote.
Council members did not offer additional public debate at the second-reading votes recorded on the floor; the clerk read the ordinance captions and votes were taken by roll call. The ordinances amend previously cited operations and capital budget ordinance numbers discussed during the meeting.
