Camp Verde council flags FY2030 debt pressures, revisits Equestrian Center and Heritage Pool in FY27 CIP

Town Manager Miranda Fisher and Finance Director Michael Showers led a continued review of the Town of Camp Verde’s FY27 Proposed Capital Improvement Plan during the May 7, 2026 Budget Work Session.
Fisher told the council the Equestrian Center needed to be revisited following earlier discussion on April 23 and that projections show increasing debt service beginning in FY2030 which could constrain the town’s ability to fund future capital projects. Finance Director Michael Showers presented an outline of the next five years of capital purchases and CIP-related debt payments, identifying the Sports Complex, Heritage Pool, Equestrian Center, Parks and Public Use Facilities, Town Facilities, and Public Use Infrastructure among proposed FY27 items.
Council discussion focused on which items could be deferred, options for seating and shade structures at the Equestrian Center, and possible upgrades to the Heritage Pool. The council provided direction to staff to investigate seating and shade options at the Equestrian Center and to look for future grant funding opportunities. Town Manager Fisher said the council will revisit these items at the May 27 Budget Work Session. No formal vote to adopt the CIP or appropriate funds for these projects was recorded in the minutes.
