Boulder City Council swears in new members and unanimously certifies Nov. 4 election

The Boulder City Council on Dec. 4 administered the oath of office to newly elected and re-elected council members and unanimously certified the Nov. 4, 2025 municipal election results.
City Clerk Alicia Johnson led a group swearing-in and read vote totals for the top candidates: Matt Benjamin with 20,276 votes; Mark Wallik with 17,476; Nicole Spear with about 16,165; and Rob Kaplan with 15,867. The council then convened as the general canvassing and election board under the City Charter and Secretary of State rules and certified the returns after a roll call of the canvassing board.
The canvassing board also presented results of two ballot measures related to the CCRS tax extension. Ballot issue 2A (CCRS tax extension) passed with roughly 24,7xx yes votes; ballot issue 2B (CCRS debt authorization) passed with 21,082 yes votes, staff said. After receiving the official materials and certificates included in the council packet, the board moved to approve the election returns and voted unanimously to certify them.
The council designated its chair for the canvass and then reconvened the regular city-council meeting. There was no recorded dissent to the certification. The certification completes the statutory step required to finalize these municipal results and allows newly sworn members to assume their council duties immediately.
