The Colts Neck Township Board of Education on April 8 heard an extended presentation on a districtwide roofing and facilities plan that administrators and consultants said will cost more than $3 million and should be phased to capture existing warranty windows.
Architect Ted Hopkins of FBHD Architects told the board the district’s flat roofs should be upgraded to meet current building code and thermal standards. “If you have a quarter inch per foot and you have R30, you’re never going to have to rip the roof again,” Hopkins said, urging the board to require R30 insulation and improved slope when replacing membranes.
Hopkins outlined common roof systems — thermal-plastic (TPO), built-up roofing (BUR), rubber membranes (EPDM) and modified-bitumen systems — and explained tradeoffs for durability, warranty length and cost. He said manufacturer warranties typically cover leaks for decades while contractors carry shorter-term obligations: “The contractor is obligated to take care of that roof leak for the first two years,” he said, adding manufacturers then provide long-term backing.
District facilities staff and board members walked through color-coded plans showing which roof areas were addressed under the district’s ESIP/solar project and which sections remain (the presentation labeled remaining areas as “needs replacement”). Administrators said portions of the elementary-school roof are still under warranty through 2027, while much of the primary and middle‑school roofing is beyond warranty and would require district funding.
Board members pressed for clearer cost breakdowns and alternate bids. Facilities and the architect recommended going to bid in the fall (October–November) to secure better contractor pricing and to allow award in December or January for summer construction. Hopkins said typical construction windows per school would run about four to six weeks, depending on scope and logistics.
The presentation also covered a separate electrical switchgear replacement discussed as part of the capital plan; consultants said that project had roughly a one‑year manufacturer and shop-drawing lead time and could be eligible for state grant participation.
Administration said it will return to the board with cleaned-up charts showing which roof sections would be covered by warranty, which would require district funds, and phased cost estimates to consider during the budget process. No vote was taken on the roofing proposal at the meeting.
What happens next: staff will update cost tables and warranty maps, refine a phased plan aligned to warranty expirations, and bring procurement timing and draft specifications back to the board for decision-making in the fall.
