Planning Commission recommends rezoning of 702 South Adam Street to serve Stillwater Medical Center

On June 2, 2026 the Planning Commission voted 4-0 to recommend City Council approval of map amendment MA26-02, which would rezone 702 South Adam Street from small-lot single-family residential to Public (P) zoning to support redevelopment tied to Stillwater Medical Center.
Henry Bubbleheimimer of Development Services told the commission the parcel sits at the southwest corner of 7th Avenue and Adam Street and has been acquired to support the hospital. He said the city’s future land use map calls for public and civic uses and noted that the public and civic category “provides adequate land for publicly owned facilities and amenities such as schools, libraries, and utilities.”
Stephen Ghost of Ghost and Associates said Stillwater Medical acquired the lot since a prior rezoning and that the hospital’s planned expansions, including emergency room work, require additional parking. Ghost said the rezoning would enable construction of a parking lot and other support uses adjacent to the medical center.
During public comment, Philip Freeman (722 Monroe Street) asked whether the applicant intended to pursue rezoning farther east after the current request, saying additional rezoning “would drastically affect us.” The applicant replied that the plan at this time is limited to the parking lot on the subject block and that there are currently “no intentions of moving any further.”
Staff presented findings that the amendment aligns with Envision Stillwater 2045 and recommended approval; commissioners moved, seconded and approved the recommendation 4-0. The Planning Commission’s recommendation will be forwarded to the City Council for final action.
