Camp Verde council approves solar PPA, sidewalk funding exchange, WIFA debt authorization and lagoon change order

The Camp Verde Town Council approved several administrative and infrastructure measures at its May 6 regular meeting, including a solar power purchase agreement for the Equestrian Center, a federal-to-state funding exchange for a sidewalk project, debt authorization for a water-well project, and a contract change order to meet environmental requirements.
The council unanimously approved a Solar Power Purchase Agreement with SolarEnergyLease.com for the Equestrian Center. Town Manager Miranda Fisher and Jesse Gee of SolarEnergyLease.com presented a revised agreement that will be entered into by the town rather than transferred from the Camp Verde Equestrian Arena Association; the council amended the approval to reduce the remaining term amount to reflect payments already made by the association and confirmed no transfer fee is required.
CIP Manager Martin Smith explained that the Verde Lakes Drive Sidewalk Improvements project carries approximately $738,000 in federal Surface Transportation Block Grant Program funds administered through NACOG; the council approved IGA No. 26-0011535-I with the Arizona Department of Transportation to exchange the federal award for Highway User Revenue Fund (HURF) dollars, accepting an estimated 10% reduction to about $664,000 to avoid federal compliance burdens.
Utilities Director Lisa Vaughan briefed the council on Resolution No. 2026-1215, which authorizes issuance of debt to support a Water Infrastructure Financing Authority (WIFA) loan to acquire land and design and construct a well with arsenic treatment for the High View at Boulder Creek Planned Area Development; the council approved the debt authorization 7-0 as part of the WIFA application requirements.
On environmental compliance, the council approved Change Order No. 1 to the Adams and Wendt, Inc. contract in an amount not to exceed $50,000 to satisfy Arizona Department of Environmental Quality submittal, monitoring and on-site observation requirements connected to a Lagoon Notice of Violation.
The council also reviewed an audit of previously approved use permits and directed staff to notify holders of three expired permits and give them 90 days to reapply, to work with a property owner on unpermitted construction, and to prepare a resolution waiving reapplication fees for those applicants. The council later met in executive session to discuss animal-control services and, upon reconvening, instructed staff to proceed as directed in closed session.
