Dominic Harris, a community advocate for the course, described a loss of clubs and programs and said the contractor, Local Golf Management (LGM), "is driving it to the ground." Diego Rodarte, another speaker, thanked the city for the proposed driving-range repairs but urged a "long-term vision" to restore the course’s fairways, greens and irrigation system so youth athletes have a safe place to practice. Several longtime residents recounted days when the course was a community hub and asked the council to invest in more than stopgap fixes.
Council and staff acknowledged longstanding deferred maintenance. City staff said they prioritized safety items — the driving-range netting and restroom repairs — and that the bathrooms recently were repaired and reopened after cast‑iron piping failures. Staff also said they are reviewing contract records and vendor reports; council members said they had not consistently received those reports in recent years and requested clearer, periodic reporting on the course’s financials and the vendor’s compliance with contract obligations.
Council approved the item to move forward with the immediate repairs and directed staff to provide the council and the public with follow-up information, including inventory and any prior condition assessments that exist for the course. Several speakers said they support additional long-term funding and a vision plan to restore Shannon Hills as a public asset for youth, seniors and community recreation.
Next steps: staff will proceed with prioritized safety repairs and return with additional financial and contract documentation and recommended next steps for a longer-term rehabilitation plan.
