Commission approves several administrative actions: historical-contract termination, award of jail food contract, bridge bids and procurement items

Historical society contract: Commissioner Bierky moved to terminate a standing contract that guaranteed the historical society a set mill-levy payment each year. Commissioners voted 4–1 in favor of terminating the auto-guaranteed contract; staff and several commissioners emphasized that the historical society’s 2026 payments already processed would not be affected by the termination and that future support could be considered through the normal annual budget process.
Jail food services: Sheriff Schneider reported two bids for correctional food service; one bidder failed mandatory eligibility criteria (five years’ experience as an entity providing correctional food services) and the commission unanimously awarded the contract to incumbent Summit Food Services.
Flex Fund bridges and road projects: County engineering staff reported Midwest Contracting was the low bidder on two flex-funded bridges (Marykus and Hegton) at a combined low bid of $2,222,890.50. The commission approved the bid contingent on DOT concurrence (staff reported DOT concurrence) and authorized signatures on the state agreement. The board also authorized proceeding with preliminary engineering on three grant-approved projects (County 5 flood project, County Road 17/Thompson, and Manville Avenue) so the county can be shovel-ready if state oil-extraction revenues materialize; Widseth, CPS and KLJ were selected as engineers for CR5, CR17, and Manville respectively.
Leases and purchases: Commissioners approved a two-year lease extension with three one-year options for the WIC office (Land of Hope) and authorized the county to purchase a crack-seal machine (net effective purchase cost after avoiding further rental charges ~$62,100). The highway director also briefed the board on motor-grader lease renewal quotes and recommended buyout/rotation strategies; staff were asked to include capital alternatives in the budget.
What happens next: staff will finalize contracts and state agreements, return with the engineering scopes and costs, and include these items in the upcoming budget discussions. The jail food contract and equipment procurements move forward under the county’s procurement rules.
