Norway council adopts FY2026–27 operating budget, holds mill rate steady

The Norway City Council voted unanimously to adopt the city nd related funds—Y2026'027 operating budget and the general appropriations act after a public hearing and brief council discussion.
Councilors approved Resolution 2026-13, adopting revenues and expenditures for all funds (general fund, major and local streets, utilities, DDA, museum, fire department and others), followed by Resolution 2026-14, the general appropriations act. The motions were seconded and passed by voice vote with Miss Langless, Mr. Moraro, Mrs. Digerwald and Mrs. Stigerwald recorded as voting in favor.
The budget package is the product of more than two months of public workshops and a draft that staff said was published for public review three weeks before the hearing. City staff told the council the proposal does not raise the property tax mill rate for the coming fiscal year.
Councilors noted the budget includes limited capital work this year; staff highlighted vehicle replacements in the police department and smaller capital items. The proposed budget also includes individual resolutions or schedules for utility rates, fee schedules and transfers between funds; council separately considered those items later in the meeting.
The council closed the statutory public hearing before taking final action. No members of the public spoke during the hearing.
The council gave unanimous approval to the full set of budget resolutions; staff said the budget will be published for public inspection as previously posted.
