Barry Midenbach, a professional engineer representing the applicant, told the Town Board the vacant, hilly site at the north end of North Road near Route 9W is proposed for a five‑building apartment development totaling 150 units, with access from North Road and sidewalks and utility extensions across the frontage.
Midenbach said the project would include about 100 two‑bedroom and 50 one‑bedroom units, clustered on the hill to limit visibility from the highway. He said the parcel lies in the town’s water and sewer district and that water could be extended along the frontage, but that the existing clay sewer line running down North Road “needs to be relined” because infiltration currently overloads the system during rains. He told the board the applicant intends to pay for the needed off‑site sewer improvements as part of the project.
The presenter said the site has no wetlands or mapped floodplain and that the topography constrains greater density; he said the zoning would require the board to consider a plan‑development designation and that the project would undergo the town’s environmental review process. “We would come here first, have that designation and then work with the planning board,” Midenbach said.
Board members asked about allowable uses in adjacent zones and whether commercial uses had been considered; Midenbach said he and his team had explored hotels, warehouses and other options but found residential the only viable reuse. Several members suggested the applicant commission a traffic study to assess turning movements on 9W and any need for signalization. The presenter agreed a traffic consultant would be retained.
The board did not take action on the project at the meeting; the presenter said the next step would be an application for plan‑development zoning and the statutory environmental review. The board asked staff to circulate the applicant’s materials to all members and to schedule the item for an upcoming planning discussion.
