Boys & Girls Club outlines local impact as county budget hearings continue

During a public hearing on the county budget, representatives of the Boys & Girls Club described programming and local impact and asked the board to continue support.
An advisor to the local club said, "This past year alone, our program served 239 youth throughout the county," and highlighted partnerships that support reading gains and health programming. Matt Toiver, CEO of Boys & Girls Clubs of Wake and Johnston counties, said the organization operates under unified bookkeeping but tracks Johnston County revenues and expenses separately. "Our combined budget is roughly 6 million and...this represents about 10% of our overall budget is about 600 plus thousand dollars here in Johnston County," Toiver said.
The club previewed a new Sierra Yard Center scheduled to open in Smithfield in August 2026, which staff said will expand access for students in additional schools.
Separately during manager reports, the county's finance director requested an appropriation to cover rising costs in the county's self-insured health plan. "I'm asking the board to appropriate $5.5 million to bring our health insurance costs up to date for fiscal year 26," the finance director said. The board approved the appropriation on motion.
Commissioners thanked the club for its programs and noted the appropriation was part of routine financial management tied to the county's self-insurance plan and FY26 cash-flow updates.
