Urbandale council adopts $6.67 million amendment to FY25–26 budget, driven by TIF reimbursements for land purchases

At a public hearing the Urbandale City Council adopted a fiscal year 2025–26 budget amendment totaling $6.67 million, the majority of which are transfers related to previously purchased properties in tax-increment financing (TIF) districts.
Finance staff member Nikki Lamb said roughly $4.9 million of the amendment is to certify TIF reimbursements for land purchases in the Northwest Market area and about $962,000 is for land costs in the Duna district. Those transfers allow the city to reimburse funds advanced earlier and match statutory TIF certification processes.
Lamb also outlined operating adjustments in the amendment: $250,000 for public safety (primarily overtime and a consolidation study for fire services), $222,000 moved to cover an airport contribution after an internal functional reclassification, $145,000 for a market salary survey update in general government, and a $50,000 cushion in the stormwater utility fund. Lamb said most of the amendment is offset by transfers in from revenue sources or fund balances and that the hotel–motel piece paying an airport contribution comes from fund balance.
The council opened and closed the hearing with no public comments and adopted the related resolutions associated with the budget amendment. No formal roll-call tallies were recorded in the transcript; the mayor declared the motions passed.
