West Milford council approves contract awards, grant acceptance, revokes cannabis license and confirms planning appointment

The West Milford Governing Body on April 8 approved a series of resolutions advancing routine procurement, maintenance and staffing actions and accepted a state public-health grant.

Consent and procurement items: Council authorized a purchase of firefighting replacement hose (Resolution 2026-152) from Fire Fighter One under NJ State Contract #17-FLEET-00807 for up to $15,991.10 (funds certified to account 04-215-55-840-002). The council also approved repairs/parts for a 2021 Freightliner Vactor truck from W.E. Timmerman Co. Inc. with an amount not to exceed $35,000 (Resolution 2026-153, account #01-201-26-315-341). A competitive bid award to TMP of New York, Inc. d/b/a Teplitz Metal Processing for marketing recyclable scrap metal was approved for May 1, 2026–April 30, 2027 (Resolution 2026-155).

Contracts and change orders: Council approved a Boswell Inc. professional-services contract for due diligence and constraints analysis related to the Wallisch Homestead conceptual project not to exceed $11,500 (Resolution 2026-154). It amended the Boswell Engineering contract for additional engineering work on the Bubbling Springs Lower Pond dam by up to $13,200 (Resolution 2026-159). The council authorized Change Order No. 1 to Wallkill Group, Inc. for waterproofing at the Town Hall Annex handicap ramp project, increasing the contract by up to $18,948.20 (Resolution 2026-157). The council rescinded an earlier guide-rail award and instead authorized a guide-rail replacement contract through the Morris County Cooperative Pricing Council - Contract #26 to M.L. Ruberton Construction Co., Inc. for up to $28,000 (Resolution 2026-158).

Parks and concessions: The governing body extended the existing Bubbling Springs food-concessions contract with The Joshua Tree through Dec. 31, 2026, with the township receiving $1,293.53 for the period and applying a 3.4% CPI adjustment (Resolution 2026-160).

Grant acceptance and license action: The council accepted an additional $47,035 from the New Jersey Department of Health’s Enhancing Local Public Health Capacity Program (Resolution 2026-161) to support communicable-disease preparedness and outreach through July 31, 2026. The council also revoked Class 5 Cannabis Retail License #2026-02 issued to Beyond Bleaf LLC at 753 Macopin Road after the township received notice that the retail operation had closed and the entity was completing state dissolution processes (Resolution 2026-162). The revocation resolution directs that a copy be provided to Beyond Bleaf LLC.

Appointments, bills and finance housekeeping: The council appointed Adam Slufik as Head of the Department of Planning and Building, to serve as Land Use Administrator/Construction Official under section §15-71 of the township code (Resolution 2026-171). The council approved consent-agenda financial housekeeping (refunds, tax cancellations and reinstatements) and approved the bills list and payments totaling an actual bills list of $1,828,867.58 and total expenditures including payroll and the municipal benefits fund of $2,827,766.56 (Resolution 2026-170 and related consent items).

Procedural notes: Council moved the package of resolutions (2026-149 through 155, 157 through 163 and 172) as a group; the clerk noted Resolution 2026-156 had been removed prior to the meeting. Recorded votes on the moved resolutions show unanimous ayes for the motions that were called, and the public comment period had no speakers.

Next steps: Many of the contracts include certification of available funds in specified accounts and identify limits on authorized amounts; staff will execute contracts and post required filings or notices as described in each resolution.
