County approves closeout and payment plan for Honeysuckle Solar road use agreement backed by project bond

St. Joseph County commissioners voted June 2 to approve closing out the road use agreement associated with the Honeysuckle Solar project and to accept a payment arrangement that, county staff said, is covered by the project bond.
Bill Shalio, economic development director in the Department of Infrastructure Planning and Growth, told the board the total obligation linked to road improvements is $568,936.34. Under the proposed arrangement, Honeysuckle Solar will make a $104,000 lump-sum payment and Innovatus Solar will cover the remaining balance through payments over the coming year. Shalio said the bonding company will cover stipulated payments and staff requested approval of the closeout subject to final legal review.
Commissioners asked clarifying questions about the payment structure and past practice for road use agreements; staff said the arrangement was an efficient way to secure funds using a local company involved in the project and that staff will proceed after legal sign-off. The motion to approve the closeout and payment plan carried by unanimous voice vote.
