Board staff explained the property had elevated water usage tied to a split poly service line that spanned multiple months. Staff used the district’s two-month methodology to calculate the adjustment; their fiscal analysis found the full leak-adjustment calculation exceeded the general manager’s $750 administrative adjustment limit and identified wholesale pass-through charges MCSD had paid to Humble Bay Municipal Water District.
James Elliot, representing 32371 Alipaz LLC (Northwoods mobile home park), joined by phone and described the leak, said it had been difficult to locate until recently and that he had been working with contractors to replace the line. After discussion about the calculations and pass-through wholesale costs, Elliot said he would withdraw the appeal and accept the manager’s $750 adjustment.
Staff will finalize the $750 adjustment in accordance with district policy and noted the remaining wholesale cost recovery and retail-versus-wholesale cost differences discussed during the meeting.
Outcome: appeal withdrawn; $750 adjustment to be finalized by staff.
