Council signs off on CF1 compliance and approves small appropriations for preparedness and transit

The Whitley County Council reviewed compliance forms (CF1s) for local tax abatements and authorized the council president to sign them after staff reported most companies met or exceeded hiring commitments.
Dale, speaking to the CF1s, said county staff examined employment numbers and found most businesses either met or exceeded the employment levels promised when abatements were granted, with a few marginal cases being actively addressed. A nomination that Council President Thorhodge review and sign the CF1 forms was seconded and approved unanimously.
The board also approved two appropriation changes brought forward by emergency-management staff. The first reallocated $1,000 within the preparedness grant to pay a contracted preparedness coordinator, Heath Ferno, from contracted-services funds so the vendor could be paid correctly. The second moved $5,000 from Health First Indiana funds to Whitley County Transit to support medical-transportation trips for county residents; the transit agency submitted a budget request for next year to continue funding.
A single motion covered both appropriation requests; the council voted and the motion passed unanimously with all members present.
Next steps: The CF1s will be signed per the council's authorization, payroll and contracting changes will be processed to reflect the appropriations, and the transit agency will receive the Health First Indiana funds for immediate use.
