Recreation and sports foundation propose fields conversion, town weighs contributions

Recreation Director Kobe Marx told the Feb. 18 workshop that participation in township programs has increased sharply in recent seasons and that recreation is seeking modest operating increases to support expanded events and programs, including an expanded 'Sound of Summer' concert series and increased support for senior services.
On capital, the Colts Sports Foundation presented a sizable but staged request to convert Field 2 into two smaller fields, including fence replacement, irrigation, windscreens, scoreboards and bleachers. The foundation’s estimate totaled about $260,000 for the package; the foundation intends to contribute to the cost but the committee must negotiate the town’s share and practical phasing.
Committee members asked staff to review demand for additional fields, including an existing alternative at Conover, and to prepare cost‑and‑funding options. The Parks/DPW director noted the foundation has raised money and already invests in field upkeep; the committee suggested phased work and recommended Colby/DPW and administration coordinate with the sports foundation to determine what the township can support in 2026 versus what should be deferred or bid in phases.
The committee also discussed event fee structures and permitting for large special events to ensure revenue / cost recovery and consistent Department of Public Works input on special‑events permits.
