Logan County Fiscal Court unanimously approves financial reports, transfers, equipment purchases and permits

The Logan County Fiscal Court met Jan. 13, 2026, at the Logan County Courthouse in Russellville with Judge Phil Baker presiding and unanimously approved a slate of routine and substantive items, including financial reports, transfers and several procurement and grant agreements.

The court approved the Dec. 9, 2025 meeting minutes and bills in the basket, then acknowledged the Treasurer’s Financial Statement for Nov. 30, 2025, and the Treasurer’s Quarterly Financial Statement and month‑end reports for Dec. 31, 2025. Reported fund balances included General $1,686,328.66 (Nov. 30) and $2,085,684.49 (Dec. 31), Road $940,743.52 (Nov. 30) and $859,021.67 (Dec. 31), Occupational/Tax roughly $3.3–3.5 million, and a Special Reserve Fund above $6.1 million. All motions were approved by roll call vote: yes — all.

The court approved multiple line‑item budget transfers and transfers from the Occupational Net Profits Tax Fund to support county services: $110,000 to the Jail Fund, $25,000 to the LGEA Fund and $35,000 to the 911 Fund. It also approved routine administrative items including the Sheriff’s fee reports and the County Clerk’s amended fee budget for calendar year 2025.

Personnel and procurement actions included hiring Charles Lindsey as a part‑time deputy jailer at a $17.74 hourly rate (3‑year experience rate); acceptance of a CareaCell bid for inmate commissary services for a one‑year term with a two‑year renewal option; authorization to advertise for bids for a used cardboard baler for the county recycling center; and approval to surplus and hold several county inventory items for e‑scrap or disposal.

The court approved two agreements with Wilson Communications, LLC: one for Emergency Communications Radio System equipment and parts (18% above cost for a one‑year term) and a maintenance and monitoring agreement at an annual cost of $76,650. It also authorized purchasing a 2025 Caterpillar 309 CR mini excavator from the Kentucky Department of Transportation for $60,000 under KRS 424.260(1)(d) and directed the County Judge Executive’s Office to complete necessary transfers to process payment.

Grant and affiliation actions included approving a FEMA DR4864 Public Assistance Grant agreement with the Commonwealth of Kentucky for $19,664.74, and approving an Order of Affiliation between Logan County Fiscal Court, Logan County Search and Rescue, and Logan County Emergency Management for a one‑year term. The court also authorized Scott Recycling to host a spring e‑scrap event at a total cost of $2,850 and allowed Judge Baker to sign a Kentucky Pride Fund Household Hazardous Waste Management Grant application extension for $3,516.71, with remaining funds to be used for advertising for the event.

Staff presentations before adjournment highlighted local operational figures. Jailer Joshua Toomey and staff member Pam Fuller reported that 38% of state inmates lodged at the Logan County Detention Center are local residents and detailed educational programming at the facility, including a new employment class and a trauma class intended to reduce recidivism. ECC Director Ginger Lawrence gave a year‑end recap noting 42,131 calls taken by dispatch in 2025, with the Logan County Sheriff’s Department responding to 17,570 and Logan County Animal Care and Control responding to 1,073. Ambulance Director John Holder described a proposal to staff the Auburn Ambulance Station part time, funded in part by Com‑Care’s patient transport partnership with a Warren County hospital.

The Fiscal Court adjourned at 11:00 a.m. All recorded motions passed by roll call vote with all members voting yes. The court did not record any failed motions or recorded dissents.
