Cleburne council approves consent agenda, zoning actions and housekeeping ordinances in unanimous votes

The Cleburne City Council approved a slate of routine and substantive items in unanimous votes at Tuesday’s meeting, including the consent agenda (minutes, economic development agreements, vehicle purchases and budget amendments), zoning approvals and several ordinance amendments.
The consent agenda included minutes for the Oct. 28 meeting, multiple economic development agreements under the downtown rehabilitation and facade programs, and an authorization to purchase 15 vehicles and equipment from purchasing cooperatives (agenda item 7.12; amount not to exceed $2,091,484). Councilmember Derek Weathers moved to approve the consent agenda and the council adopted it without recorded opposition.
Zoning and permit items approved included a rezoning at 2400 North Nolan River Road to allow a future tobacco-specific use permit (8.1) and the specific use permit for Buffalo Creek Cigars & Lounge (8.2). The council also approved a minor replat of College Heights addition with an accompanying variance (8.3).
Housekeeping and code-related measures included an amendment to Chapter 150 (building and standards commission procedures) to better align with Texas Local Government Code chapters 54 and 214 (8.4) and an ordinance updating Chapter 110 to clarify ambulance-service fees, mutual-aid procedures and exemptions for specialty transport modes (8.7). The council also approved a memorandum of understanding with CareFlight that formalizes mutual-aid backup providers and requires CareFlight to provide a vetted list of approved backup providers (8.8).
