Cleburne council approves housekeeping budget amendments, opens FY2026 public hearing and schedules adoption for Sept. 9

City staff presented housekeeping adjustments to ensure funds are properly appropriated across multiple accounts and presented an overview of the proposed FY2026 budget and priorities.
The ordinance approved housekeeping appropriations including $200,000 from the hotel/motel fund, $100,000 from maintenance and reserve, $465,000 from the streets impact fund and $225,000 from the water/sewer impact fund to cover contractual obligations and capital needs. Staff explained higher collections in the hotel/motel fund and corresponding contractual obligations with the Chamber and the Johnson County Heritage Foundation.
Staff then summarized major FY2026 initiatives reflected in the proposed budget: classification and compensation implementation, cost-of-living increases, investment in infrastructure and capital projects (notably street maintenance and waterline work), and continued funding for the new public-safety facility. Staff presented a proposed tax rate of 61.3¢ (no-new-revenue rate 57.6¢), estimating an average taxpayer impact of about $5 per month. The council opened and closed the public hearing on the budget during the meeting and then unanimously set the date for formal adoption of the tax rate and budget for Sept. 9, 2025 at 5:00 p.m. in City Hall Chambers.
