Cleburne honored with ISO Public Protection Classification 1; city leaders hail fire, water and communications work

The City of Cleburne was formally recognized for achieving an ISO Public Protection Classification (PPC) rating of 1, a designation presented Tuesday evening by State Fire Marshal Deborah Knight and ISO representative Jeff Edwards.
"I am incredibly proud to be here to recognize that your community has an ISO PPC 1," Deborah Knight said, explaining that the rating reflects combined performance across fire operations, water supply and emergency communications. Jeff Edwards, a senior field representative for ISO/Verisk Analytics, said the rating is rare and credited years of coordinated effort: "This is a community achievement" and not just a department accomplishment, he said.
Officials described ISO’s scoring as broadly 50% fire department capability, 40% water supply and 10% emergency communications. Edwards noted that fewer than 500 communities nationwide hold a Class 1 rating and that Texas has a comparatively small share of those. The city received a plaque in recognition of the rating.
Mayor Pro Tem (presiding) and council members thanked staff for the work required to reach the rating and said they plan to highlight the achievement with regional colleagues. The designation can affect insurance underwriting in the community, officials said, because insurers use ISO scores when assessing fire risk for buildings.
The award was presented early in the meeting; the council moved on to routine business after recognizing the fire and water departments.
