George Kuratus, president of Novos Fiber, addressed the City Council during public comment and said his company — which holds a city license to build fiber infrastructure — has paid about $2 million in permit, inspection and dry‑utility review fees to Peoria and has waited months for a public‑records response.
"We have paid approximately $2 million in fees to the city, and after two months, we have not received a formal response or timeline," Kuratus said. He told council much of Novos's planned build in Peoria has been on hold since December while staff and the company work to reconcile fee calculations and accounting categories.
Kuratus said he met earlier with City Manager Mike Foust and appreciated the continued engagement; he asked for a constructive path forward so long‑range private investment (he described it as an "eight‑figure infrastructure investment") can proceed. The city did not take immediate action on the comment, but the manager committed to continue discussions and to follow up.
What happens next: Kuratus said Novos awaits the city's public‑records response and further engagement on fee reconciliation; the company indicated it hopes to resume construction once the issues are resolved.
