Under the draft, the county would rent the facility to the district at $12,000 per year for three years with an option to renew; the school system would be responsible for interior maintenance and the county would cover exterior work, HVAC and parking. Dr. Belcher said the recommendation was contingent on final legal review by both the board and county counsel and the board approved the recommendation (motion carried 7‑0).
Staff explained the program will operate on a 12‑month calendar with expanded hours (7 a.m.–6 p.m.) and serve children ages 1 and up; those factors drove higher tuition levels because staffing ratios and operational days differ from existing 10‑month preschool offerings. "This is not a public‑facing sheet; the purple tier is for the Eagle's Nest," a staff presenter said, adding that the district's monthly and weekly rates are at or below the state market rate for a five‑star center in Davie County.
Board members approved the tuition structure as presented (motion carried 7‑0). Staff said the program will begin a 12‑month operating rhythm and that staffing plans are underway.
The board also used the personnel portion of the meeting to recognize several administrative hires and promotions tied to district staffing: Taylor Vestal as director of exceptional children's programs, Tracy Welch as principal at William R. Davie, Joey Davis as assistant principal, Katherine Shepherd as assistant principal at Davie High, and Mary Foster as coordinator of student services. Those staffing recommendations were presented and applauded during the meeting.
