Proponent George Nowell Jr. said the transfer station handles roughly $2.3–2.4 million in annual revenues, has multiple waste streams and funding mechanisms, and that prior committee reviews used inconsistent assumptions that made longitudinal comparisons difficult. “This proposal creates a transfer station data and resource committee whose sole purpose is to collect, organize, analyze, and present information in a clear and consistent way,” Nowell told town meeting.
Select Board members supported the idea of a staff‑assisted, volunteer body and the town controller and DPW commissioner provided context: Town Comptroller Stacy Ward estimated transfer station revenues of about $2.4 million and DPW Commissioner Bob Loverso described operational complexity, staff constraints and contractor shortages that complicate service and fee decisions.
After town meeting debate that emphasized the need for a single source of vetted facts and for avoiding duplicate working groups, members voted 84–65 in favor of the one‑year volunteer committee. Supporters said the committee will help future decision‑making by providing a consistent set of operational and financial figures; Select Board guidance and staff support were offered as part of the implementation plan.
Next steps: the Select Board and town manager will coordinate how staff supports the volunteer committee, and the committee — if formed — is expected to synthesize historical budgets, fee calculations, revenue streams, and operational metrics for town meeting review.
