Winchester Committee on Community Preservation outlines FY27 funds and priorities

The Winchester Committee on Community Preservation (WCCP) presented its annual report and FY27 appropriation plan, outlining revenue expectations and the committee’s operational priorities.
Kristina Marshall, chair of the WCCP, told town meeting that the town’s 1.5% CPA surcharge is projected to raise about $1.8 million in FY27 and that Winchester will also receive a first state match of approximately $255,000. The committee said its pilot intake in 2025 produced 15 initial applications, 13 eligible projects, and 12 projects advanced to fall town meeting with roughly $1,036,000 approved last year.
For FY27 the WCCP proposed allocating the statutory minimum of 10% to each of the three categories (community housing, historic preservation, open space and recreation), 1.9% to administrative costs (including a part‑time administrator), and the remainder to a budgeted reserve to preserve flexibility for the fall cycle. Marshall said the WCCP will coordinate with Capital Planning and improve guidance for volunteer projects to streamline grant agreements.
Town Meeting approved the WCCP appropriation as printed in the warrant. The committee also reminded applicants that initial eligibility applications are due mid‑May with final applications due by mid‑June and that it expects to bring selected projects forward to fall town meeting.
