Planning commission approves Oceans Beauty Salon special-use permit at 650 West Arborvita Street

The Inglewood Planning Commission voted to approve a special use permit (SUP26-00005) allowing a cosmetology business to operate at 650 West Arborvita Street.
Assistant planner Brian Espinosa told the commission the property is zoned C2 (general commercial) and had previously housed Edith Beauty Salon (business license issued 2005, closed April 2025). Because the previous tenant had been inactive beyond the six-month grace period, city code requires a new SUP for a beauty salon within 300 feet of a similar use. Espinosa said staff found the project consistent with the draft general plan and the Inglewood Municipal Code and that a categorical exemption (EA-CE-2026-053) had been filed.
Applicant Eddie de la Cruz, represented in part by Raquel Navaro while De la Cruz recovered from Bell’s palsy, told the commission she worked in the former salon from 2005 to 2021 and plans to reopen the space as Oceans Beauty Salon. De la Cruz said the ~526-square-foot tenant space will operate primarily by appointment with two employees, offer hair styling, coloring, treatments and basic facials, and operate 9 a.m.–6 p.m. Monday through Saturday. She also said she will install security cameras and comply with all city conditions.
Multiple longtime clients addressed the commission in support, describing 15–21 years of patronage and urging approval.
A motion to affirm categorical exemption EA-CE-2026-053 and adopt the resolution approving SUP26-00005 carried on a roll-call vote with Commissioners Fowler, Tjo, Shaw Williams and Chairman Springs recorded as voting in favor. Staff noted the decision may be appealed under the Inglewood Municipal Code within the period prescribed in the notice of decision.
The planning commission’s action restores a neighborhood cosmetology use at a location commissioners characterized as compatible with surrounding uses; the applicant may proceed with any building, business-licensing and code conditions attached to the permit.
