Isanti council approves event permit, gym expansion, fee and zoning updates; schedules closed session on labor talks
Summary

The Isanti City Council took several routine and policy votes after public comment and committee reports.
Special event permit: The council approved a special event permit for Rum River Rods (annual car show paired with a street dance) to use additional blocks of First and Second Avenues; motion carried 5–0.
Conditional-use permit: The council approved a conditional-use permit allowing Pump Republic Gym to expand into an adjacent suite (687 East Duel Boulevard NE) in the I-1 industrial zone; planning commission had recommended approval and the council vote was 5–0.
Fee and zoning changes: Council approved an amendment to Chapter 160 (building permit and service fees) after the required posting period, and adopted an amendment to Chapter 350 to place ash trees on the prohibited list within city limits. Staff announced a research partnership with the University of Minnesota to pilot treatment options for ash trees and invited residents to volunteer trees as treatment or control specimens.
Zoning cleanup: The council voted to remove the Tier One zoning district from the city zoning text and map because the city no longer has unincorporated land where that district applies; motion passed 5–0.
Consent and closed session: The consent agenda, payroll and accounts payable were approved 5–0. Council then voted to go into closed session to discuss labor negotiation strategy for IUEE Local 49 and AFSCME Council 65 Local 2889-11 pursuant to Minnesota Statute 13D.03.
Public comment and announcements: During public comment, Morgan Fedora asked the council to address a hazardous four-way stop at Main Street and Fifth Avenue and urged temporary measures such as flags or flashing beacons; city staff said speed signage will be redeployed and that flashing beacons and flags are available to order.
Next steps: Staff will return to council or committee with follow-ups on ash-tree study participation, special-event logistics, building-fee implementation, and the quail ordinance research directed to the committee of the whole.
